The City of Poulsbo's Finance Department is responsible for a number of purchasing duties and services, including:
- Small Works Roster
- Consultant Roster
- Surplus Disposition (Poulsbo Municipal Code, Chapter 3.68, Disposition of Property).
- Capital Projects/Purchases
- Bids for services/projects (non-construction)

Small Works Roster
The Small Works Roster consists of contractors that have requested to be on the roster, and where required by law are properly licensed or registered to perform such work in this state. As a condition of being placed on the roster, contractors keep current records of any applicable licenses, certifications, registrations, bonding, insurance, proof of prevailing wages, and other appropriate matters on file with the City.
The City of Poulsbo uses the Small Works Roster for public works projects where the estimated cost does not exceed two hundred thousand dollars ($200,000.00), including the costs of labor, material, equipment and sales and/or use taxes as applicable. These projects include: construction, building, renovation, remodeling, alteration, repair, or improvement of real property.
To be added to the roster, please complete the Small Works Roster Application. Submit to: City of Poulsbo, Attention: Leticia Fee, P.O. Box 98, Poulsbo, WA 98370, or e-mail to lfee@cityofpoulsbo.com. Qualified contractors will remain on the roster for a period of three (3) years.

Consultant Roster
The City of Poulsbo maintains a Consultant Roster for projects that require Professional or Personal services. These services include, but are not limited to, architectural, engineering, planning, design services, accounting, interior design, bond brokerage, insurance brokerage, legal, system furniture design specification, procurement, and industrial facilities design. The project values could vary from less than $5,000 to $100,000 or more.
Interested firms and individuals should submit a Cover Letter, a Statement of Qualification, and Form SF 330 - Part II General Qualifications, and any other information to be considered for selection of contracts. Submit to: City of Poulsbo, Attention Leticia Fee, P.O. Box 98, Poulsbo, WA, 98370, or email to lfee@cityofpoulsbo.com. Once added to the roster, qualified firms will remain on the roster for a period of three (3) years.

Surplus
Twice a year the City of Poulsbo contracts Stokes Auctions services to sell surplus property belonging to the City provided there is an adequate number of items available in the spring and fall.
In addition, City of Poulsbo periodically offers its used items deemed unfit for auction to the general public in a “Cash and Carry” sale. Theses items are available in an “as is” condition and on a “first come, first serve” basis.
