Update: May 11, 2007

The Planning Department has drafted an Adoption Document to guide the City Council through the final decisions needed to adopt the CAO. The Adoption Document summarizes the current draft ordnance provisions, provides scientific background in support of the proposed ordnance and addresses the outstanding issues remaining before the City Council which need to be addressed prior to the adoption of the CAO. The proposed changes to the July 2006 draft CAO are included with each chapter with underline/strike out formatting to show proposed insertions and deletions.

At this time the Council has a worksession scheduled for May 16, 2007, and a tentative public hearing date scheduled for June 20, 2007.

Poulsbo is in the process of reviewing the Public Comments submitted in response to the July 14, 2006 Draft Critical Areas Ordinance and drafting possible revisions to the proposed regulations for City Council considerations.

The stream buffers proposed in the 2006 draft were based upon the "Report on Best Available Science and Recommended Protection Measures for Fish and Wildlife Habitat" dated April 2003, prepared by Fishman Environmental Services, LLC.. This document was routed for Agency review and comment in June of 2004. During the review of the 2006 Draft CAO, several groups hired Paul Fishman (now working with SWCA Environmental Consultants, Inc.) to review additional stream reaches within the City and it's UGA to provide additional recommendations on stream protections for Lemolo Creek and Johnson Creek. Comments on these subsequent reports should be submitted to the Planning Department by March 30, 2007 for staff consideration in preparing revisions. Links to these reports are provided below.

Critical Area Ordinance Working Group (CAOWG) Final Report

The Critical Area Ordinance Working Group (CAOWG) was formed to review and provide suggestions before the adoption of the Draft Critical Area Ordinance dated July 2006. The first meeting of CAOWG was on Jan. 2, 2007. The Group continued to meet every Tuesday until Feb. 13.  

The CAOWG was a self-appointed group of citizens that reflected many divergent views regarding environmental protections. The Group always attempted to have an even mix of view points, and welcomed anyone that wanted to join. As people left the CAOWG, more were encouraged to participate to keep the personalities and viewpoints as mixed as possible. The goal was to encourage an honest, frank exchange of ideas about how Poulsbo should treat, maintain and preserve our critical areas. The CAOWG produced a final report of their finding and presented it the City Council of Poulsbo on Feb. 21, 2007.
