2017 Critical Areas Ordinance Update
The Growth Management Act of Washington (GMA) requires counties and cities to review and evaluate comprehensive plans and development regulations, and update them if necessary, according to a schedule established by RCW 36.70A.130. The City of Poulsbo adopted an updated comprehensive plan in December 2016, which provides a framework of goals and policies.
The City’s review of development regulations includes the City’s Critical Areas Ordinance (CAO), found in Poulsbo Municipal Code 16.20. The CAO are regulations for the protection of critical areas in accordance with state requirements. Critical Areas include:
- Fish and Wildlife Habitat Conservation Areas
- Geologically Hazardous Areas
- Critical Aquifer Recharge Areas
- Frequently Flooded Areas
The City’s CAO was last comprehensively updated in 2007. The intent of this current update is to revise the CAO as necessary to incorporate recent Best Available Science or new information since the last update (WAC 365-195-915), correction of code conflicts or internal inconsistencies, amendments to assist with ease of administration, or recommendations offered by the City’s consultant critical areas biologists Grette Associates.
Amendments to the City of Poulsbo’s Critical Areas Ordinance have been made throughout the document. The amendments are based upon 1) new Best Available Science provided by resource agencies; 2) recommendations by the City’s consultant critical areas biologists; 3) amending corrections or conflicts; and 4) assist with ease of administration.
City Council Review of May 2017 Draft Critical Areas Ordinance
The Poulsbo City Council will begin its review of the May 2017 Planning Commission Modified Critical Areas Ordinance at a workshop on May 24, 2017 at 7:00 p.m. and has scheduled a public hearing on June 7, 2017 at 7:15 p.m. Both are held at Poulsbo City Hall 200 NE Moe Street. Public comment is welcome to be submitted any time prior and at the June 7th public hearing. Interested parties are encouraged to provide comments to the City by letter, email, fax or by attending the workshop and public hearing. All comments will be forwarded to the Poulsbo City Council.

The Planning Commission, in its role as citizen advisory committee for land use documents, completed its review of the April 2017 Draft Critical Areas Ordinance with a series of three workshops, and have identified a number of modifications to the April draft. The May 2017 Planning Commission Modified Draft Critical Areas Ordinance reflects the PC modifications as blue bold underline for additions and blue

The Planning Commission has scheduled a public hearing on the May 2017 PC Modified Draft Critical Areas Ordinance for Tuesday, May 16, 2017 beginning at 7 p.m. at Poulsbo City Hall, Council Chambers, 200 NE Moe Street.

The City is committed to providing multiple opportunities for the public to engage in the Update throughout the process. The City will take advantage of various modes of communication to inform the public and encourage their participation.
Website: The City’s Planning and Economic Development page will house the 2017 Critical Areas Ordinance Update website where interested citizens and community members may visit for status updates, draft documents, official notices, minutes, and other project information. This webpage will be the primary repository of all information related to the Update process.
E-notice mailing list: An e-notice mailing list of interested persons and organizations has been established. Those on the e-notice list will receive periodic notices regarding 2017 Critical Areas Ordinance Update progress. Individuals interested in being on the mailing list should contact the Poulsbo Planning Department at (360) 394-9748 or at email@example.com and request being placed on the Development Regulations updates e-notice mailing list.
