Municipal Court Judge

The Municipal Court Judge is appointed by the Mayor and is authorized by Washington State Statute to preside over the following types of cases: non-traffic infractions, traffic infractions, parking infractions, criminal misdemeanors and gross misdemeanors occurring within the city limits of Poulsbo, and orders for protection for victims of domestic violence.

Biography

Judge Maureen McKeeman was appointed to the bench in 2025, bringing a broad and balanced background in public service, criminal law, and judicial experience. Her legal career began with a judicial externship at the Washington State Court of Appeals and a clerkship at Snohomish County Superior Court, experiences that provided her with early insight into appellate and trial court decision-making and shaped her thoughtful, analytical approach to the law.

Before her appointment, Judge McKeeman served as a prosecuting attorney for the City of Bremerton and practiced for over ten years as a criminal defense attorney, representing clients in a wide range of misdemeanor and felony cases. Her judicial approach is informed by years of courtroom advocacy, including work in therapeutic courts such as Kitsap County Drug Court and Behavioral Health Court.

Judge McKeeman began presiding as a judge pro tem in 2022, regularly hearing matters in Poulsbo and Bainbridge Island Municipal Courts. In addition to her judicial duties, she is a partner at Tolman, Grossman & McKeeman in Poulsbo, where she has practiced in the areas of estate planning, probate, and real estate law.

Active in her community and profession, Judge McKeeman is an active member of the Kitsap County Bar Association and served on the Board of Trustees from 2023 through 2025. She also held leadership roles on other local boards and has a long history of volunteer service in local schools and youth sports organizations.

Judge McKeeman earned her Juris Doctor from Seattle University School of Law and her Bachelor of Arts in International Studies from Willamette University. She lives in Poulsbo with her family and is dedicated to serving the community with fairness, integrity, and respect for all who appear before the court.

The Municipal Court is on the 3rd floor of City Hall. The counter hours are 8:00 am – 4:30 pm Monday through Friday. Please note we are closed for lunch from 12:15 pm – 1:15 pm daily.
