Welcome!

The Parks, Recreation and Open Space (PROS) Plan provides comprehensive guidance on the development and management of Poulsbo’s parks, recreation and open space system and the services provided by the City of Poulsbo Parks and Recreation Department. The City of Poulsbo’s PROS Plan is updated every six-years and serves as a strategic plan for managing and enhancing our parks and recreation services.   Creating the plan is a combination of technical analysis coupled with input from the community.  This ensures that a plan is developed that is technically sound and meets the needs of the community we serve.

Currently, the City of Poulsbo Parks and Recreation Department and the Planning Department are updating the PROS Plan for 2022 through 2027.  Your input as part of this plan is essential.   As such, we ask that you take just a few minutes of your time to complete the comment form and share your thoughts on our city parks and the recreation programming we offer to the community.

FAQs and Information

What is the purpose of the PROS Plan?

The PROS Plan is required by the Washington Recreation and Conservation Office (RCO) to maintain eligibility for federal and state grant programs.  The PROS Plan is also required to meet requirements established by the Growth Management Act (GMA) by identifying parks and open space goals and policies. This includes a demand and needs analysis based upon the City’s assigned population allocation and identifying future parkland acquisition and park development improvements which will be included in the City’s Capital Facilities Plan.

How often is the PROS Plan updated?

The Recreation and Conservation Office (RCO) requires the City to update the PROS Plan every six years.  The City’s current PROS Plan was updated in 2016 and expires at the end of 2021.    The current update will provide us strategic planning from 2022 through 2027.

Why is the community survey important?

Your input on the survey provides the City a clearer understanding the needs of the community as it relates to parks, trails, open spaces, and recreation programming courses offered through the Parks and Recreation Department.  Community feedback assists in setting policy, understanding desired park improvements, and ensures we are offering recreational courses desired by the community.

How is this survey different than the Poulsbo Events and Recreation Center (PERC) survey?

The PERC survey that was recently distributed examined the community’s needs and preferences for a new facility in the City of Poulsbo.  Although the PERC survey contained some aspects related to recreational opportunities, its intent was to assist City staff with understanding community needs specific to the PERC.

The PROS Plan survey is designed to provide direct feedback from the community on the current state of city parks and recreational programs, which will help us set a strategic plan to address community needs for the next six years.
