What is the PERC?

The Poulsbo Events and Recreation Center (PERC) is a concept for a multi-use recreational  and events center. With the financial support of the Kitsap Public Facilities District and the encouragement of the Kitsap community, the City of Poulsbo is undertaking the planning of the new facility. The PERC is a collaboration between the City of Poulsbo, the Kitsap Public Facilities District (KPFD) and the community to create a new public facility in Poulsbo. The PERC will include outdoor sports fields, indoor recreation and events spaces.

A Feasibility Report was developed 2020-2023 which considered the community’s input to uses, a market analysis to identify viable uses, and site plan on how best to fit the desired uses on the site, among other elements.  Through the development of the feasibility report, a three-phased approach to the PERC was identified.  The PERC phased approach is summarized as:

Phase 1:             Tournament Fields w/outdoor recreation elements

  • Two tournaments/multi-use fields will be provided at the current PERC site.  When combined with the two fields at Strawberry Fields, four tournament-sized turf fields would be available in Poulsbo.  Desired outdoor recreational amenities will also be provided, designed to be integrated in the site to support and blend with the multi-use fields, such as sports courts (pickleball, basketball) , walking/jogging loop, playground structure, splash pad and other amenities.

Phase 2:               Event and Recreation Building (dependent on additional acreage)

  • Flexible event/meeting space(s) and classrooms to host varied-sized community events, recreational gym and programming, and supportive to the adjacent OC/WWU campus.

Phase 3:               Outdoor Recreation Pool (dependent on additional acreage)

  • Informed by the market analysis results on indoor aquatics’ saturated market, and Steering Committee input, an outdoor recreation pool was identified as the preferred aquatic option.  An outdoor warmwater recreation pool with resort-type features, such as cabanas, lazy river, play/splash features and lush landscaping were identified as options to set the PERC pool apart as a destination facility.

A phased approach allows the City and KPFD to move forward with Phase 1, while exploring additional sites for future phases and develop a long-term funding strategy.  The PERC Phase 1 represents the best option to begin the development of PERC that can be funded at this time.

Update – June 2024

  • Poulsbo City Council reviewed the funding Interlocal Agreement between the City and the Kitsap Public Facilities District on June 5, 2024.  The ILA establishes the framework for funding the PERC Regional Athletic Fields and Outdoor Recreation.  The City Council will vote on the ILA at their June 12, 2024 Meeting.

Update – APRIL 2024

  • Kitsap Public Facilities District (KPFD) received presentation from City on the PERC and discussed a proposed funding interlocal agreement.  The KPFD approved the funding ILA to move forward with construction of two artificial multi-use turf athletic fields, walking paths, pickleball and basketball courts, shelters, restrooms, playground and other outdoor activities.

Update – February 2024

  • City issues Request for Proposals for PERC Phase 1:
    The City of Poulsbo (City) requests proposals from firms to provide engineering design, permitting, and construction management services for the Poulsbo Event and Recreation Center Regional Multi-use Athletic Fields.  The PERC will include topographic survey, geotechnical investigations, final site design, land use and environmental permitting, civil site improvement/utility plans, architectural building design (if needed) preparation of 30/60 and final design package, and project management.  Successful applicants will specialize in sports/athletic fields design, design-build and engineering; general parks facility design, design-build and engineering; or other disciplines relevant to design of athletic fields.

Update – November 2023

  • Poulsbo City Council approves Resolution 2023-11, approving the January 2023 PERC Feasibility Study, declared the City Council’s intent to develop Phase 1 of the PERC through partnership with the KPFD and to pursue Phase 2 and 3.

Community Survey Results

The City of Poulsbo hosted the first PERC online community preference survey October -November 2020 that was intended to solicit feedback on indoor recreation, outdoor recreation, events and City recreation programs.  The preference survey was directly mailed to over 5,000 city resident addresses and emailed to over 10,000 households in the North Kitsap School District.  Social media also generated 12,000 touches.
