Adopted Impact Fees

On October 12, 2011, the Poulsbo City Council approved two new ordinances establishing park and transportation impact fees that will be imposed upon new development. The fees are intended to ensure that future new growth continues to contribute its share of the cost of new park and transportation facilities. The impact fees go into effect November 2, 2011.

The City has collected mitigation fees for transportation and park facilities through the authority of the Washington State Environmental Policy Act (SEPA) for nearly 20 years. However, under the adopted impact fee ordinances, the authority for collection changed to as allowed under the state Growth Management Act (GMA) authorized method.

The primary reason the City changed the impact fee collection now is to implement policies in the City’s recently adopted comprehensive plan. Additionally, the City recognizes that there are benefits to both the development community and the City when changing to a GMA impact fee authority .
